The Dutch ruled Indonesia from Batavia from 1619 until 1942.  By the time this map was made the Dutch had fortified the city against attack, as is clear from the battlements shown in the map.  The ships floating around the city indicate the importance of the colony to Dutch trade and the Dutch East India Company.  This map was made in Holland and thus serves almost as a symbol or as proof of Dutch mastery over their colony.
