It was part of a costume, intended to be used at important ceremonial occasions such a <font -i>nat-twin</font>. An ear-piercing ceremony, marking the `coming of age' of a young woman. It would have formed an ensemble with a tightly tailored jacket and wrap around skirt. (See IS 18 to 22-1998  for examples).
