Pushing the propaganda of the “civilizing mission”, they were part of the plan to justify colonial expansionism to the general public in Western Europe. Almost 60 countries participated, as well as around 150 private businesses, exhibiting the spoils of empire alongside innovations in mechanisation.  In the 1921 International Rubber, Tropical Products and Allied Industries Exhibition, British newspapers reported seeing new ways of making linoleum-style floor coverings with rubber, proposed as a covering in the London Underground to dampen the noise of the daily commute.
