The certificate, which is Board of Education Form 146a.(1) under the Employment of Children Act 1903, quotes the bye-laws of the act as a rubric in the top left hand corner, stipulating that no Child under fourteen years of age might be legally be employed in any occupation before 6 am or after 8 pm; for more than 9½ hours on one day; or on a Sunday, but that an exception was made for children employed under the factory and Workshop Act.  The certificate is headed \"SCHEDULE III/ Local Education Authority---Leeds---/ LABOUR CERTIFICATE, No.1(a) (for total exemption after 13 years of age).\", and is divided into two parallel sections, both stamped with the signature of James Graham, a Local Education Authority officer.  The left-hand one gives the holder's name (Annie Waggonheim), address (50 Regent Street) and birthdate (11/10/1901), and certifies that she is not less than thirteen years old acording to her birth certificate (see B.22-1995) or statutory declaration.
