It is the left hand of Lord Melbourne, probably  William Lamb, 2nd Viscount Melbourne.\r\n\r\nWilliam Lamb was a British Whig statesman who served as Home Secretary (1830-34) and Prime Minister (1834  and 1835-41).\n\nThough the present piece and Mus.
