There is one barred window in the structure.  The text roughly translates as 'Who can forget there was such a year, there was.  But it could come again if we were to forget it'.  The date refers to the year of the so-called 'Great Purge' or 'Great Terror' of political repression, surveillance, and murder carried out by the Stalinist regime.  The period is also known as Yezhovshchina after Nikolai Yezhov, the head of the Soviet secret police, under whose direction many of the executions and arrests were carried out.
