Benjamin Disraeli, 1st Earl of Beaconsfield, was Prime Minister at the time of this cartoon's publication, and Robert Cecil, 3rd Marquess of Salisbury, was his Foreign Secretary. Dodgson admired John Tenniel, Punch’s lead cartoonist from 1862, and collected cuttings from the magazine. Tenniel, son of a dance teacher, often referenced ballet steps into his images.
