Kelly was born in Liverpool to a Quaker family and educated at Oxford University.\n\r\nDuring the 1930s, Kelly worked as a set and costume designer at the Westminster Theatre in London. She designed a number of productions including <i>Othello, The Emperor Jones, Lovely to Look At</i> and <i>Romeo and Juliet.</i> During the war, Kelly was involved with the camouflage unit in Leamington Spa, where artists and technicians used models to assess how to disguise factories and other bombing targets. She returned to theatre in the post-war period designing touring productions including The School for Scandal and The Anatomist.
